Complete Guide: Electrical Grid Connections in Romania
Connecting to the electrical grid is an essential step for any new building, extension or industrial project. In this detailed guide, we explain everything you need to know: from the types of connections available, to the required documents, associated costs and expected timelines.
What are electrical connections?
An electrical connection (racord electric) is the physical link between the electricity distribution network and a consumer's or energy producer's electrical installation. Essentially, the connection is the "bridge" that links your property to the national electricity grid.
A grid connection is mandatory for any property that requires electrical power, whether it's a newly built house, a commercial space, an industrial hall or a solar park. The process is regulated by ANRE (the National Energy Regulatory Authority) and must be carried out by authorized companies.
Ka Electric offers complete electrical connection services in the Timișoara area and throughout western Romania, covering all stages: from initial consultation to commissioning.
Types of electrical connections
Electrical connections are mainly classified by voltage level and consumer type:
Low Voltage Connections (LV)
Voltage: 230V (single-phase) / 400V (three-phase)
For: Houses, apartments, small offices, shops
Typical power: Up to 100 kW
Characteristics: The standard solution for residential and small commercial consumers. Involves connecting to the low voltage distribution network, usually via underground cable or overhead line.
Medium Voltage Connections (MV)
Voltage: 6 kV / 20 kV
For: Factories, warehouses, solar parks, shopping centers
Typical power: Over 100 kW
Characteristics: Required for consumers with large energy needs. Involves installing a dedicated transformer station and a larger investment, but provides more stable power supply and flexibility for future expansion.
There are also high voltage (HV) connections for very high power consumers (transformer stations, large wind farms), but these are less common and require special technical conditions.
Connections can also be classified by purpose:
- Consumer connections – powering buildings with electricity
- Producer connections – evacuating produced energy (solar parks, wind farms)
- Prosumer connections – combined consumption + production (self-consumption with solar panels)
The process of obtaining an electrical connection
Obtaining an electrical connection follows a well-defined, legally regulated process. Here are the main steps:
Submit the connection application
Submit the application to the distribution operator (E-Distribuție, Delgaz Grid, etc.) along with required documents: property deed, urbanism certificate, site plan and technical specifications.
Obtain the Technical Connection Approval (ATR)
The distribution operator analyzes the application and issues the ATR within 30 calendar days. The ATR contains the technical connection solution and grid connection conditions.
Sign the connection contract
After receiving the ATR, sign the connection contract and pay the connection fee. This establishes the obligations of both parties and execution timelines.
Technical design
A detailed technical project for the connection is prepared, which must be verified and approved. The project includes cable routing, equipment sizing and construction solutions.
Execute the works
Construction and installation works are carried out by an ANRE-authorized company. These include: excavation, cable laying, switchboard and metering equipment installation, site restoration.
Acceptance and commissioning
After completion, technical acceptance is carried out together with the distribution operator, the meter is installed and the connection is commissioned. You can start using electricity.
Required documents for electrical connection
The connection file must contain the following documents:
- Connection application – standard form from the distribution operator
- Property deed – ownership title or lease agreement for the property
- Urbanism certificate – issued by the local municipality
- Site plan – updated cadastral plan with property location
- Technical project – interior electrical installation project
- Building permit – for new buildings or extensions
- Mayor's certificate – for the connection route on public domain
Ka Electric can assist you in preparing the entire connection file, including obtaining the urbanism certificate and preparing the technical project. Contact us for free consultation.
Costs associated with electrical connection
The costs of an electrical connection depend on several factors: connection type (LV or MV), distance to the connection point, requested power and terrain conditions.
| Connection type | Estimated cost range | What's included |
|---|---|---|
| LV single-phase | 2,000 – 5,000 RON | Connection fee, basic project, execution |
| LV three-phase | 3,000 – 15,000 RON | Connection fee, project, execution, switchboard |
| MV (with transformer) | 20,000 – 100,000+ RON | ATR, complex project, transformer station, execution |
| Prosumer | 3,000 – 10,000 RON | Prosumer ATR, project, bidirectional meter |
Important: Connection fees are regulated by ANRE and calculated based on approved power. Additional costs (design, permits, execution on client property) are added separately.

Execution timelines
The timelines for completing an electrical connection vary depending on project complexity:
ATR issuance by the distribution operator
Complete LV connection (design + execution)
Complete MV connection (design + transformer + execution)
Factors that can delay the process:
- Missing or incomplete documents
- Need for additional permits (road crossings, third-party land)
- Difficult terrain conditions (rocky ground, groundwater)
- Insufficient capacity in the existing grid (requires grid reinforcement)
- Extended bureaucratic procedures at the distribution operator
With Ka Electric, you benefit from our experience in managing the entire process to ensure timelines are met. Learn more about our electrical connection services.

FAQ
Frequently Asked Questions about Electrical Connections
-
The cost varies depending on the connection type, distance to the grid and requested power. A low voltage connection can cost between 2,000 and 15,000 RON, while a medium voltage one between 20,000 and 100,000+ RON. Request a personalized quote.
-
The complete process takes between 3 and 12 months, depending on complexity. The ATR is obtained within 30 calendar days, and the actual execution can take between 2 and 6 months.
-
Main documents: connection application, property deed, urbanism certificate, site plan, technical project and building permit. Ka Electric helps you prepare the entire file.
-
Low voltage connections (LV – 230/400V) are for residential consumers and small businesses. Medium voltage connections (MV – 6-20kV) are needed for industrial consumers, solar parks and high power projects.
-
No, grid connection must be performed by an ANRE-authorized company. Ka Electric holds all necessary authorizations.
-
Exceeding contracted power can lead to installation overload, automatic disconnection and financial penalties. A power increase request and possibly connection upgrade is needed.
